When Is ERCES Required?

NFPA 1225 and IFC §510.1 require ERCES in new construction, remodels, or buildings where public safety radio coverage is determined to be inadequate inside the structure. Common triggers include buildings exceeding the local occupancy threshold, high-rises, underground structures, parking garages, and any building where the AHJ determines coverage is insufficient.

We start every project with a signal propagation survey, the first step required by NFPA 1225, to confirm whether your building requires a system and document the baseline for AHJ approval. This RF survey is often referred to as a “grid test” or “benchmark test.”

FREQUENTLY ASKED QUESTIONS

Short answer: they all refer to the same thing: the system installed in your building to make sure first responders’ radios work inside. Terminology has evolved as the codes have been updated, and different agencies use slightly different names:

  • ERRCS:  Emergency Responder Radio Communication System is the older term you’ll still see in many local fire codes and building permits, particularly references to IFC §510.
  • ERCES: Emergency Responder Communications Enhancement System is the current term used by NFPA 1225 (2022), the national standard that governs how these systems are designed, installed, tested, and maintained. If your fire marshal or inspector references NFPA 1225, they’re talking about ERCES.
  • ERC: Emergency Radio Coverage is shorthand you may see in some jurisdictions or older documentation. It refers to the same requirement.

Modern buildings, with their concrete floors, steel framing, underground parking, and metal-clad interiors, block the radio signals that firefighters, police, and EMS rely on to communicate during an emergency. When a first responder’s radio goes silent inside your building, they lose coordination with their team and with incident command outside. That’s a life-safety failure.

ERCES solves this by amplifying public safety radio signals throughout your building using a UL 2524 Listed bi-directional amplifier (BDA) connected to a distributed antenna system, so public safety communications work reliably in every stairwell, corridor, and basement level.

Building and Safety codes require commercial and multi-family buildings to meet specific public safety communication standards to ensure the safety of occupants. Most jurisdictions have adopted a requirement for a passing grid test or a permitted ERCES system prior to releasing a Certificate of Occupancy for a space.

A “Benchmark Test,” “Grid Test,” or “RF Survey” refers to a test of your building’s public safety network coverage and performance, as mandated by the International Fire Code (IFC) Section 510 and NFPA 1225 §5.1.

This assessment is a crucial step in the ERCES installation process, as it allows technicians to fully evaluate the specific needs and challenges of the building in terms of providing reliable two-way radio communication for emergency responders.

The Benchmark Test or Grid Test involves taking detailed measurements and signal strength readings throughout your property to map out existing public safety radio coverage. NFPA 1225 §5.1 requires this survey to be completed before system design begins, establishing the baseline that the Authority Having Jurisdiction (AHJ) uses to determine whether an ERCES is required and what coverage areas must be addressed.

This data is also used to design a customized ERCES solution that ensures your building meets all regulatory requirements and provides the necessary communication capabilities. Conducting this thorough assessment upfront is essential for ensuring the final ERCES installation is properly tailored to the unique characteristics of your building and will function reliably when needed during an emergency.
